
The Alexandria University Council began its session held on Tuesday, June 30, 2026, chaired by Prof. Ahmed Adel Abdel Hakim, Acting President of Alexandria University, by extending its congratulations to President Abdel Fattah El-Sisi, President of the Republic and Supreme Commander of the Armed Forces, and to the Egyptian people on the occasion of the 13th anniversary of the June 30 Revolution. The Council affirmed that this historic national occasion will remain a milestone in Egypt's modern history, reflecting the will of the Egyptian people to preserve their state and national identity, laying the foundations for stability, and marking the beginning of a new era of hard work and comprehensive development that has led to numerous national projects and achievements across various sectors.
The Acting President reviewed the outcomes of his recent visit to the French Republic, during which a Memorandum of Understanding was signed with Paris-Saclay University, in the presence of Prof. Abdel Aziz Konsowa, Minister of Higher Education and Scientific Research, to strengthen cooperation in innovation, technology transfer, and entrepreneurship. He explained that the agreement represents a strategic step toward enhancing Alexandria University's innovation ecosystem through the development of the Alexandria University Technology Park (AUTP), supporting startups, strengthening links between scientific research and industry, implementing joint capacity-building programs, exchanging expertise, and supporting researchers.
He noted that Paris-Saclay University is among the leading research universities in France and Europe, consistently ranking among the world's top universities. It is also home to Europe's second-largest technology and innovation park, making it a leading model in transforming research into startups and high-value economic products. This partnership will enable Alexandria University to benefit from its expertise in advancing innovation, entrepreneurship, and international research excellence.
The Council also reviewed the findings of Alexandria University's comprehensive study assessing the alignment of educational outcomes with labor market requirements. Conducted in line with the directives of Egypt's political leadership and the objectives of Egypt Vision 2030, the study involved a multidisciplinary team representing various faculties and university sectors. It concluded with strategic recommendations aimed at modernizing academic programs, expanding practical training opportunities, and strengthening students' digital and professional skills to enhance graduates' competitiveness in local, regional, and international labor markets.
The Acting President also presented the University's plan to establish a telemedicine clinic at its branch in the Republic of Chad. The initiative reflects the University's humanitarian and community engagement mission by providing specialized healthcare services and remote medical consultations through the expertise of Alexandria University's medical faculties and university hospitals. The project will contribute to sustainable development in African communities while reinforcing the University's leadership in strengthening cooperation across the continent.
The Council urged faculty deans to expand awareness among students regarding scholarships, initiatives, and training opportunities offered by governmental bodies, local institutions, and international organizations. Students were encouraged to actively participate in these programs to enhance their academic and professional competencies and improve their employability. Faculties were also instructed to intensify efforts to publicize these opportunities and ensure that students have continuous access to relevant information.
In addition, faculty deans were directed to develop comprehensive implementation plans for maximizing the University's Coursera licenses, with execution beginning on October 1. The plans should ensure broad access to professional courses and certificates for students, faculty members, and administrative staff, while linking training programs to labor market needs. Mechanisms will also be established to monitor enrollment, completion rates, and overall impact in support of educational quality and digital transformation.
The Council approved the necessary executive procedures to implement the judicial ruling requiring the evacuation of the Photography Department building at the Faculty of Fine Arts. The Acting President emphasized that safeguarding students' interests and ensuring the continuity of the educational process remain the University's highest priorities. He confirmed that implementation of the ruling would not affect students' academic progress, noting that the University's Engineering Administration has prepared a comprehensive plan to equip suitable alternative facilities that meet the practical requirements of the department while ensuring uninterrupted education in accordance with all legal and administrative regulations.
The Council also approved the renewal of contracts for all temporary employees across the University's faculties and branches, totaling 1,089 employees, for one year from July 1, 2026, to June 30, 2027, in order to ensure their employment stability until the completion of procedures for their permanent appointment in accordance with applicable regulations.
Furthermore, the Council approved postgraduate scholarships for students at the Faculty of Veterinary Medicine for the 2026/2027 academic year, including 50 diploma scholarships with a 50% reduction in credit-hour tuition fees, while maintaining all administrative fees.
The Council approved the renewal of the academic annex to the cooperation agreement between Alexandria University's Faculty of Business (French Section – DFGA) and the IAE School of Management at the University of Poitiers, the renewal of the agreement establishing a Regional Training Center between the Engineering Center for Public Service and Innovative Software Solutions (ISS), the Memorandum of Understanding between Alexandria University and Paris-Saclay University, another Memorandum of Understanding with Bauhaus University Weimar in Germany, and a cooperation protocol between the University's High Institute of Public Health and the Egyptian Veterinary Syndicate.
The Council also granted preliminary approval for a trilateral cooperation protocol involving Alexandria University Hospitals, the Faculty of Medicine, Siemens Healthineers, and El Gharably Integrated Engineering Works, concerning the donation of a CT scanner valued at approximately EGP 25 million to Alexandria University Hospitals.
In addition, the Council approved the acceptance of a donation worth EGP 1.53 million from Talaat Moustafa Group to support the AquaPhoton Team, which will participate in the regional competition for unmanned underwater vehicles and marine robotics.
Finally, the Council approved the promotion of 27 faculty members, including 11 professors and 16 associate professors, the appointment of 16 lecturers, and the awarding of 88 doctoral degrees and 197 master's degrees across various academic disciplines.
